The Alleghany County Board of Commissioners met in regular session on Monday, November 15, 2004 at 10:00am in the Conference Room of the County Office Building, 90 South Main Street, Sparta, North Carolina.

 

            Present:  Chair Eldon Edwards, Vice-Chair Warren Taylor, Commissioner Sandy Carter Herndon, Commissioner Patrick Woodie, County Manager Don Adams and Clerk to the Board Karen Evans. Commissioner Graylen Blevins and County Attorney Ed Woltz were absent.

 

            Chair Eldon Edwards called the meeting to order and opened with a prayer.

 

            Commissioner Patrick Woodie made a motion to approve the agenda for this November 15, 2004, meeting.  Commissioner Warren Taylor seconded the motion.   Vote 4:0.

Commissioner Sandy Carter Herndon made a motion to approve the minutes for the November 1, 2004, meeting.  Commissioner Warren Taylor seconded the motion.  Vote 4:0.

 

            Bryan Starnes, Martin Starnes and Associates, presented the annual financial audit for Fiscal Year 2003/2004.  He reviewed the highlights of the audit. 

 

            Chair Eldon Edwards and Commissioner Warren Taylor expressed their appreciation to Bryan Starnes for his presentation.

 

Mary Walker, Tax Administrator, presented the October 2004 real property requests in the amount of $84.10 for refunds and $846.76 for releases.

 

            Commissioner Patrick Woodie made a motion to approve the real property requests in the amount of $84.10 for refunds and $846.76 for releases.  Commissioner Warren Taylor seconded the motion.  Vote 4:0. 

 

            Mary Walker, Tax Administrator, presented the October 2004 automobile requests in the amount of $225.90 for refunds and $732.37 for releases.

 

Commissioner Warren Taylor made a motion to approve the automobile requests in the amount of $225.90 for refunds and $732.37 for releases.  Commissioner Sandy Carter Herndon seconded the motion.   Vote 4:0.

 

Mary Walker, Tax Administrator, presented letters from David Wooten and Virgil Wooten requesting the solid waste fee be released on their properties.  She explained that they both live in East Bend and use their properties here as weekend or holiday houses.

 

            Commissioner Patrick Woodie made a motion to deny the two solid waste fee release requests.  Commissioner Warren Taylor seconded the motion.  Vote 4:0.

 

            Mary Walker, Tax Administrator, presented a letter from Gertrude Joines asking for the solid waste fee to be removed on a house that no one lives in and no one has lived in the house since 2000.  She talked about how the fee for this property had been released in prior years.

 

            Commissioner Warren Taylor made a motion to approve the request as presented by the Tax Administrator.  Commissioner Sandy Carter Herndon seconded the motion.  Vote 4:0.  

 

            Mary Walker, Tax Administrator, talked about looking for a letter from Larry Halsey’s discovery and that she hasn’t been able to find a letter regarding the discovery.  She stated that Mr. Halsey paid the taxes but asked that the penalties be released due to not being notified of the discovery.  She reviewed the events leading up to the discovery.  She further reviewed the discovery process.

 

            The Board of Commissioners, County Manager Don Adams and Mary Walker discussed Mr. Halsey receiving a tax bill every year and paying the bill each year since the discovery.

 

            Commissioner Patrick Woodie made a motion to deny releasing the interest and late listing penalties on Larry Halsey’s discovery.  Commissioner Warren Taylor seconded the motion.  Vote 4:0.  

 

            Mary Walker, Tax Administrator, presented a motor-vehicle appeal for a 2004 Jeep Grand Cherokee.  She stated that the Bill of Sale is $20,550 dated August 2004 and that value is her recommendation.

 

            Commissioner Sandy Carter Herndon made a motion to approve Mary Walker’s recommendation of $20,550 for the vehicle appeal.  Commissioner Warren Taylor seconded the motion.  Vote 4:0.  

 

            April Caudill, Transportation Director, came before the Board to discuss adding a part-time billing clerk.  She talked the amount of miles the transportation program is traveling each week and how the workload is increasing.  She talked about how this change will affect the Transportation budgets.

 

            County Manager Don Adams stated that the two requests that is before the Board is to spilt the Administrative Assistant’s position into an Administrative Assistant/Dispatcher’s position with ½ of the salary going to the Transportation Fund.  He explained that the second request is asking for a Part-time Billing Clerk in the Transportation Administration budget.  He further explained that there isn’t an increase in the General Fund for this change.  He stated that the increase on the Transportation Fund side is off-set by increased RGP fares and Medicaid revenues. 

 

            Commissioner Patrick Woodie made a motion to approve the job description for both positions and General Fund budget amendment #13 in the amount of $1,220 and Transportation Fund budget amendment #1 in the amount of $4,012.  Commissioner Sandy Carter Herndon seconded the motion.  Vote 4:0.  

 

            Joan Sherif, Northwestern Regional Library, gave the Board highlights of Alleghany County Library activities for 2003-2004.  She talked about the NC Live.org program.  She expressed their appreciation to the County for all of the support the Commissioners has given the library. 

 

            The Board of Commissioners thanked Ms. Sherif for the presentation.

 

            Debbie Brewer invited the Board to attend an Indian Program tonight at the Library.

 

            County Manager Don Adams presented a resolution concerning the Interstate 74 corridor.  He reviewed the resolution.

 

            Commissioner Warren Taylor made a motion to approve the resolution as presented by the County Manager.  Commissioner Patrick Woodie seconded the motion.  Vote 4:0.  

 

            County Manager Don Adams presented a major subdivision plat for final approval.  He stated that Amy Pardue was unable to attend but asked that the Board approve the subdivision.  He reviewed how this subdivision meets the subdivision ordinance requirements.

 

            Commissioner Patrick Woodie made a motion to approve the subdivision as presented by the County Manager.  Commissioner Sandy Carter Herndon seconded the motion.  Vote 4:0.  

 

            Chair Eldon Edwards talked about receiving a letter regarding the Challenge for Children.  He stated that he thinks the Board should express their appreciation to Sandy Ashley and the Department of Social Services for their actions in the Challenge for Children.

 

            Commissioner Warren Taylor talked about a brochure showing the overall health of children improving.

 

The Board of Commissioners talked about sending a letter going to the Department of Social Services.

 

Commissioner Patrick Woodie talked about the Sparta Teapot Museum project.  He stated that at the joint meeting, Jonathan Halsey and he will be giving the Board an update on the project. 

 

Commissioner Sandy Carter Herndon stated that she would like to take this opportunity to thank Commissioner Patrick Woodie for his efforts while serving on this Board. 

 

Commissioner Sandy Carter Herndon welcomed Commissioner-elect Ken Richardson to Board and stated that she looks forward to working with him.

 

Commissioner Warren Taylor also expressed his appreciation to Commissioner Patrick Woodie for everything that he does for Alleghany County.

 

Chair Eldon Edwards presented a plaque to Commissioner Patrick Woodie on behalf of the Alleghany County Board of Commissioners to show the Board’s appreciation for Commissioner Patrick Woodie and his efforts as a County Commissioner.

 

Commissioner Patrick Woodie talked about how thankful and honored he is to have been able to serve on the Board of Commissioners.  He stated that he is looking forward to continue working with everyone.

           

Chair Eldon Edwards welcomed Commissioner-elect Ken Richardson to our meeting.

 

Chair Eldon Edwards asked for public comments.  None were received.

 

            Being no further business, Commissioner Warren Taylor made a motion to adjourn the meeting at 10:55am.  Commissioner Patrick Woodie seconded the motion.   Vote 4:0.

RESOLUTION

ADVANCEMENT OF ROADWAY PROJECTS

ALONG INTERSTATE 74 CORRIDOR

 

WHEREAS, the State of North Carolina is recognized as the sixth fastest growing state in the Nation and the third fastest growing state east of the Mississippi River; and

 

WHEREAS, the approved routing of Intestate 74 which enables greater access to rural areas of the state is an integral part of the highway system for the State of North Carolina; and

 

WHEREAS, economic development, tourism, and job creation will benefit through the construction of Interstate 74 that serves the citizens and visitors of North Carolina; and

 

WHEREAS, the construction of Transportation Improvement Program projects U-2579 (Forsyth County) and R-2606 (Randolph County) are vitally important for completion of the North Carolina segment of I-4; and

               

WHEREAS, this resolution is an instrument to express the unified support of communities along the Interstate 74 corridor for advancement of construction and completion of this project within the State of North Carolina.

 

WHEREAS, Alleghany County realizes the importance of this project, and,

 

WHEREAS, Alleghany County has a great need for US Highway 21 South to be brought up to two-lane standards (R-3101) and the completion of the Sparta Western Loop to complete the extension project around Sparta (R-4060); and,

 

WHEREAS, Alleghany County is requesting that R-3101 and R-4060 be advanced on the construction schedule; and

 

WHEREAS, Alleghany County believes that the advancement of our two projects will greatly benefits our citizens and visitors; and

 

NOW, THEREFORE, BE IT RESOLVED that the Alleghany County Board of Commissioners supports the advancement of Alleghany County’s projects R-3101 and R-4060 as well as the advancement of projects U-2579 and R-2606 for construction.
