        &= nbsp;   The Alleghany County Board of Commissioners met in recessed session on Monday, June 29, 2009, at 8:00pm in the Board Meeting= Room of the County Administration Buil= ding, 348 South Main Street, Sparta, North Caro= lina.

 

    =         Present:  Chair Ken Richardson, Vice-Chair <= st1:PersonName w:st=3D"on">Randy Miller, Commissioner Doug Murphy, Commis= sioner Milly Richardson, Commissioner Steve Roten, County Manager Don Adams, and Clerk to the Bo= ard Karen Evans.    

 

Chair Ken Richardson reconvened the recessed meeting.  He talked about the discussions regarding an appointment for the Wilkes Community College Board of Trustees.  He further talked a= bout a conflict of interest appointing Warren Taylor because he teaches part time = at the college.  He explained tha= t the County Manager has talked with Duane Davis, and he is willing to serve on the WCC Board of Trustees.

 

Commissioner Randy Miller made a motion to approve the appointment of Duane Davis.  Commissioner Doug Murphy seconded the motion.  Vote 5:0.

 

Chair Ken Richardson talked about the County Manager and Clerk has provided information from the last meeting regarding the budg= et.

 

County M= anager D= on Adams talked about the most version of budget changes.=   He reviewed the list of changes fr= om the last meeting concerning the General Fund.&= nbsp; He talked about the projected fund balance is $632,498, which is 16.67%.  He reviewed the propo= sed changes for the Transportation Fund, Transfer Facility Fund, E-911 Fund that puts longevity and holiday pay back into the budgets.<= /span>

 

Chair Ken Richardson talked about allowing the County Manager and Clerk time to prepare the budget ordinance.

 

Commissioner Randy Miller and Commissioner Doug Murphy a= sked has the County heard anything regarding the schools and the state budget.

 

County Manager Don Adams explained his conversations with Dr. Jeff Cox including the State is proposing to restore classroom sizes for K-3, small schools funding restored by $50,000.  He reminded everyone that nothing = has been approved at this time and not much has changed since the last meeting.=

 

Chair Ken Richardson agreed that is what he is hearing.<= span style=3D'mso-spacerun:yes'>  He talked about the emphasis is on education with the State budget.   He explained that the discussions a= re about they are not sure how to put the money back in.

 

Commissioner Doug Murphy stated that it is highly unlike= ly that the State will have their budget ready by the time the County has to p= ass our budget.

 

Chair Ken Richardson reiterated that changes are easier = to make tonight but can be made tomorrow if the Board wishes to make changes.<= o:p>

 

Commissioner Doug Murphy and County Manager Don Adams discu= ssed the level of funding for the schools’ current expense and capital bud= get.

 

        &= nbsp;   Being no further business, Commissioner Milly Richardson made a motion to adjourn= at 8:10pm.  Commissioner Doug Murphy seconded the motion.  Vote 5:0.
