Doug Murphy led the Pledge of
Allegiance and opened the meeting with a prayer.

agenda and closed session for legal and contracts needs to be added to the
agenda.

Alleghany Group Homes presented information regarding the number of their c=
onsumers
and projected hours. She talk=
ed
about two consumers transitioning to ADAP soon. She further talked about the numbe=
r of
consumers for each of their programs, the projected hours and waiting lists=
for
their services. She explained=
the number
of employees, payroll and amount they put back into =
Alleghany County.
=
Commissioner Doug Murphy talked about these ladies take the=
ir
monies as far as they can.
=
The Board stated
their appreciation.
=
Donna Key with Wilkes Center
for the Deaf presented their annual report. She talked about the number of con=
tacts
they have received, type of information provided, and services available.
=
County Manager Don Adams presented information on a road guar=
antee
letter of credit regarding Chris Barrett’s subdivision. He explained =
that
Mr. Barrett requested that the BB&T letter of credit be released and
replaced with a letter of credit from Grayson National Bank. He further explained that after ta=
lking
with Donna Shumate, the release was provided and the new letter was receive=
d.
=
County Manager Don Adams presented information regarding the =
wood
waste bids with two bids received; $14,500 from Wrico Equipment Corporation=
and
$12,500 from Cana Contracting Co.
He explained that Larry Davis has checked references on Cana
Contracting.

Commissioner Milly
Richardson made a motion to award the bid to Cana Contracting Co. Commissioner Randy
Miller seconded the motion. Vote 5:0.

County Manager Don Adams presented a request from Janis Fende=
r with
Council on Aging requesting that they be appointed the lead agency for the =
Home
and Community Care Block Grant this year and replace George Stancil with
Jacquelyne Gordon on that advisory board.

Richardson made a motion to approve both requests. Commissioner Doug

County Manager Don Adams talked about the findings of fact
regarding the Greene variance.

County Attorney Donna Shumate stated that these are the findin=
gs as
she heard at the meeting, and the Board can add anything or delete anything
that is necessary.

County Manager Don Adams
stated that this can be placed on the next agenda if the Board would like m=
ore
time to review it before a vote is taken.&=
nbsp;
He read number 9 regarding not expanding the non-confirming use, and=
Mr.
Greene sought a variance because the existing portion of the mobile home pa=
rt
does not meet the setback requirements, and he read number 2 in the second
section that says he shall have the right to expand the manufactured mobile
home park on the property without bringing the existing portion of the park
into compliance with the setback provisions of the development standards. He further talked about the setbac=
ks
requirements.

Commissioner Steve
Roten made a motion to approve the findings of fact. Commissioner Randy
Miller seconded the motion. Vote 5:0.

County Manager Don Adams presented budget amendment General F=
und
#29 in the amount of $876. He
explained that the County received a visit from the IRS, and they informed =
the
County that the County
Attorney has to be =
paid
as an employee rather than a contractor.
=

Richardson made a motion to approve budget amendment General Fund #29 in the
amount of $876. Commissioner =

County Manager Don Adams presented information from the North
Carolina Department of Transportation regarding how they are using the stim=
ulus
money and the projects affecting Alleghany County: NC 93 pavement rehab fro=
m US
221 to the Virginia State line; intersection of Osborne Road and Highway 18=
to add
left turn lane and realign Osborne Road. He stated that the Osborne Road project has been on the
County’s Transportation Improvement Plan.
=
County Manager Don Adams reminded the Board about the uncerta=
inty
of allowable 911 expenses and the way it was budgeted during the budget pro=
cess. He presented information regarding
budget amendment General Fund #30 in the amount of $17,410 that moves the
non-allowable 911 expenses to the Mapping department.
=
Commissioner Doug Murphy and County Manager Don Adams discussed the creation of the 911 Bo=
ard
and their ruling about signs is not an allowable expense.=
=
Commissioner Randy Miller made a motion to approve budget
amendment General Fund #30 in the amount of $17,410. Commissioner Milly
Richardson seconded the motion.

County Manager Don Adams presented budget amendment E911 Fund=
#1 in
the amount of ($40,464). He
explained the budget amendment is to reduce the non-allowable expenses in t=
he
E911 Fund.

amendment E911 Fund #1 in the amount of ($40,464). Commissioner Milly Richardson seco=

County Manager Don Adams presented budget amendment General F=
und
#31 in the amount of $275,500 and the Safety Fund project ordinance. He explained that when the State c=
hanged
the law regarding the 911 funds they allowed counties to transfer the fund
balance as of a certain date to be used for any use. He stated that the Board decided t=
o use
the money to purchase a dispatch console and construct a training
facility. He explained the
differences between the General Fund and Project Fund.

Manager Don
Adams updated the Board about the fire at the EMS building on Friday. He talked about the quick response=
time
from the fire departments, the two EMS crews were out on calls, current
estimates, insurance adjuster coming tomorrow with staff present, currently=
arranging
for the adjuster to come look at the vehicles, building is insured at $325,=
225,
contents insured at $74,500, each vehicle insured at $85,000, will have thr=
ee
claims so will be $3,000 in deductibles at $1,000 for each claim, insurance
carrier will cover above and beyond these amounts for expenses to relocate,=
2
to 3 weeks before knowing final answers on the costs, thankful no one got h=
urt,
great response from all of the agencies that were involved, actions that
occurred Friday night, OEMS sent an email statewide about the event which
prompted one private ambulance service to send a fully stocked ambulance to=
be
used for as long as we need it, EMS personnel is sleeping at the hospital a=
nd
staging at the rescue squad, hospital helping to restock items, receiving
disposable supplies as a donation, maintaining paramedic level of service,
current goal is find a location for temporary space for EMS until structure=
is
completed, linen and oxygen will be restocked tomorrow, pharmaceuticals have
been ordered, paramedics submitting information online, Linda is staged out=
of the
Administration office and all records are locked in Administration’s =
storage.
=
Commissioner Doug Murphy Don talked about the County Manager
has done a great job, all fire departments pitching in and everyone handled
things well.
=
County Manager Don Adams talked about the excellent actions o=
f the Linda
Edwards and the shift supervisors.
=

that the Board needs to thank anyone who has gone out of their way to help.=
He talked about a signed letter by=
the Board.

Richardson reiterated Commissioner Doug Murphy’s comments. She talked about being very fortun=
ate
that it wasn’t any worse than what it was. She further talked about this was =
a great
show of the wonderful people that look after us all over the county. She reiterated that this shows how
dedicated our people are.

Adams explained that supplies are being housed at the Law Enforcement
Center. He read information off of the fire
department’s report being that the fire was an electrical fire not ca=
used
by human error or high winds.

Roten asked the County
Manager about the t=
raffic
situation on Highway 89.

County Manager Don Adams explained that he had talked to Wayne
Atkins with the Department of Transportation on Wednesday. He reminded everyone about the rule
change regarding trucks on Highway 89.&nbs=
p;
He explained that there should be an additional ruling that should be
signed soon. He further expla=
ined
that he has this topic on the agenda for April 20, 2009, meeting and he hopes t=
o have
the signed document to be presented at that time.

Richardson stated that she talked to Virginia Foxx and, and she is helping =
with
this situation.

talked about the Board of E&R starts tomorrow at 6pm.&nb=

He explained that he has a conflict with tomorrow night, but has no
problem with the meeting on the 21st and 28th. The Board stated that they will be=

talked about information received from NCACC about the benefits that Alleghany County received through our associ=
ation
with the NCACC. He reviewed t=
he
programs and funding received through their assistance. He explained that this shows the i=
mportance
of the NCACC to Alleghany=
County.
