lina. The purpose of this meeting was to=
have a
budget planning session.

County Attorney Donna Shumate was
absent.
Chair
Ken Richardson called the meeting to order at 5:00pm. He
recommended scheduling the fourth Monday of each month for a meeting until =
the new
budget is adopted.
The
Board agreed.
County
Manager Don Adams gave the Boa=
rd
information amount total expenditures, expenditures of all county revenues,
property tax, sales tax, undesignated revenues expended by function,
explanation of expenditures, analysis of debt service, the identification of
potential budget expenses/drivers and major capital/capital improvements.
Commissioner
Randy Miller and Commissioner =
Doug Murphy discussed conversations of the
facilities committee and one of their priorities is the water/sewer needs a=
t Glade Creek
School.<=

County Manager Don Adams
continued discussing the major capital/capital improvements.

County Manager Don Adams
provided handouts for the explanation of expenditures regarding mandated,
obligated, primarily mandated, not mandated or obligated expenses.
County Manager Don Adams
provided handouts for revenues by source, explanation of revenues by source,
property tax rankings for actual tax rate and effective tax rate. He explained the effective tax
rate. He continued to explain=
the
handouts: in/out of county breakout concerning acres, taxable real value, t=
ax
on real, outstanding on real; register of deeds statistics of interest;
inspections statistics; General Fund balance discussions and analysis of
available fund balance. He ex=
plained
the major revenue projections for property tax, sales tax, register of deeds
stamps and fees, building inspection fees, investment interest, foster care
program, federal Medicaid stimulus, EMS
revenues and federal inmate revenues.
He reviewed the summary of shortfall estimates and additional revenu=
es,
fund balance appropriation and his conclusions.
Commissioner
Milly Richardson and County Manager Don Adams=

discussed the amount of requests versus approved budgets. She talked about getting the messa=
ge to
the departments of cutting their budgets instead of adding.

Ken Richardson talked about this is a lot of information, and asked the Boa=
rd
to please review it. He asked=
the
Board to share concerns with Karen Evans or Don Adams for the next
meeting. He said that it is t=
oo
early to draw conclusions. He stated the need to continue studying the issu=
es.
County Manager Don Adams
talked about the department head meeting in March. He further talked about how he is =
asking
them to turn in their budgets. He
explained that by asking them to present proposed cuts, it allows them to h=
ave
input on how to reduce their budgets over this year’s amount.
Commissioner
Steve Roten and County Manager Don Adams
discussed cuts coming from the State.
Chair
Ken Richardson stated that these meetings are only going to be productive i=
f the
Board shares information with the County
Manager.
The
Board talked about having the meetings on the fourth Monday at 5:15pm.<=
/p>
Being
no further business, Commissioner Doug Murphy made a motion to adjourn the
meeting at 6:15pm. Commissioner Randy
Miller seconded the motion. Vote 5:0.
